1. You may opt out of a public account by contacting support. That can be done by going in the chat. This prevents chat spam and spam links. You always have the option to opt out. 

2. If it says "Access denied by owner" when trying to make an account, that means you are banned.

3. If you can't chat, but your profile it set to public, that means you have been chat banned.
